Red-Striped Soft Scale Insect (RSSI) has put Negros Occidental under a state of calamity, and Binalbagan, where BISCOM's mill sits, is among the areas affected. RSSI thrives in hot, dry weather, and El Niño is intensifying right as the region enters its next crop year. The insect's advance and the weather behind it are the same story: one is accelerating the other.

Right now, public reporting on RSSI describes the province as a whole. It doesn't say which of BISCOM's own blocks, across the five-municipality mill district of Binalbagan, Hinigaran, Himamaylan City, Isabela, and Moises Padilla, are already showing stress, or how one planter association compares to another.
